Energy and Natural Resources Alert | Implications for Mining Industry | Attorney General v Etot Paul Peter & 8 Ors CACA No. 144 of 2018

Uganda is a country with a rich endowment of natural resources, including oil, gas, minerals, and water. However, the country’s energy and natural resources sector is facing a number of challenges, including:

  • Inefficient use of energy: Uganda’s energy sector is characterized by high levels of inefficiency, which results in high costs for consumers and businesses.
  • Lack of access to modern energy services: More than half of Ugandans do not have access to electricity, and those who do often have unreliable and expensive service.
  • Environmental degradation: The extraction and use of natural resources can have a negative impact on the environment, including deforestation, water pollution, and climate change.

The government of Uganda has implemented a number of policies and programs to address these challenges, including:

  • The National Energy Policy: The National Energy Policy (NEP) was adopted in 2012 and sets out a long-term vision for the development of Uganda’s energy sector. The NEP aims to increase access to modern energy services, improve energy efficiency, and reduce environmental impacts.
  • The Rural Electrification Program: The Rural Electrification Program (REP) is a government-funded program that aims to provide electricity to rural areas. The REP has been successful in connecting more than 1 million households to the grid since it was launched in 2001.
  • The Climate Change Act: The Climate Change Act was adopted in 2019 and sets out a framework for Uganda to address climate change. The Act requires the government to develop and implement a national climate change action plan.

Despite these efforts, there is still much work to be done to improve Uganda’s energy and natural resources sector. The government will need to continue to invest in energy infrastructure, promote energy efficiency, and protect the environment. The private sector will also need to play a role in developing and implementing solutions to these challenges.

Uganda has the potential to become a regional leader in the production and use of renewable energy. The country has abundant resources of solar, wind, and hydro power, which can be used to generate electricity and provide clean cooking solutions. The government and the private sector should work together to develop and implement renewable energy projects that will help to improve access to energy, reduce environmental impacts, and create jobs.
